INFORMATION MEMORANDUM

TO:   State Agencies Administering the Title IV-B, Subpart 2, Program -- Family Preservation and Family Support.

SUBJECT:   Allotment of Fiscal Year 1996 Funds to States and Territories under Title IV-B, Subpart 2, of the Social Security Act.

LEGAL AND RELATED REFERENCES:   Title IV-B, subpart 2, of the Social Security Act, as amended by the Omnibus Budget Reconciliation Act of 1993 (P.L. 103-66).

PURPOSE:   To inform all States of new FY 1996 allotments under the title IV-B, subpart 2, Family Preservation and Family Support Program; and to request the submission of a new CFS-101 reflecting the new allotment figures.

BACKGROUND:   All States submitted five-year plans June 30, 1995 which included an Annual Budget Request Form (CFS-101) requesting FY 1996 funding under the Family Preservation and Support program. These CFS-101s included estimated allotment figures.

State allotments are based on the statutory formula using Food Stamp data (section 433(c)).

For FY 1996, new Food Stamp data was used in figuring each State's allotment. A new allotment table of actual State allotments for FY 1996 is attached.

INFORMATION:   The Congress has indicated its intention to approve $225,000,000 for the Family Preservation and Support program for FY 1996; however, it is also considering major changes in the basic structure of child welfare programs. At this time, we plan to award funding to States according to the attached allotment table. This information memorandum is not an assurance at this time that all of the funds requested will be made available to the States.

The attached allotment table reflects increased funding for some States and reduced funding for others, based on the new Food Stamp data. In order to receive the increased funding, all States which have an increased allotment must submit a new CFS-101, using the form attached, as soon as possible.

All States should consult the new allotment table attached for the new allotment figures.

Affected States, requesting increased allotments, should send the original of the revised CFS-101s (signed and dated), to the following address:

A copy of the CFS-101 should be sent to the appropriate Regional Office, where staff will review the request for completeness and accuracy before forwarding approval to the Central Office.
