INFORMATION MEMORANDUM

TO:    STATE AGENCIES ADMINISTERING OR SUPERVISING THE ADMINISTRATION OF TITLE IV-B AND TITLE IV-E OF THE SOCIAL SECURITY ACT

SUBJECT:    ALLOTMENT PERCENTAGES UNDER THE CHILD WELFARE SERVICES STATE GRANT PROGRAM (TITLE IV-B) AND THE FOSTER CARE AND ADOPTION ASSISTANCE PROGRAMS (TITLE IV-E) FOR FISCAL YEARS 1986 AND 1987.

CONTENT:
Title IV-B: Every two years, the Department publishes the allotment percentage under title IV-B for the following two years for each State and Territory. The allotment percentages are listed in Attachment I and are effective for FY 1986 and 1987.

There percentages are used in the formula to compute the title IV-B allotments (funds that may become available to States). These percentages do not affect the Federal State match rate of 75%-25% of expenditures.

Title IV-E: Similarly, every two years the Department publishes the Federal Medical Assistance Percentage (FMAP) under title IV-E for the following two years for each State. These percentages will be used by the Department and by States to compute the Federal share of total expenditures of maintenance payments and adoption assistance under the Foster Care and Adoption Assistance programs, respectively. Attachment II lists each State's FMAP for fiscal years 1986 and 1987.

ACTION REQUIRED:    For title IV-B: none. For title IV-E: use the FMAP to calculate the Federal share of expenditures beginning with FY 1986 (October 1, 1985).
